Our mission
Our mission is to democratise post-2020 market by bringing a cost-effective and transparent instrument to buy and sell bunkering services.

We also believe in helping smaller operators to stay afloat by giving them a new way to utilise their tankers with maximum efficiency.
Why Singapore
Singapore is by far the world's largest and most demanded bunkering hub.
It is responsible for almost 15% of global bunker fuel supplies.

These 50 million metric tones of fuel is being consumed by 130,000 vessels that enter Singapore port and produce around 70,000 fuelling operations every year.
Who can use our platform
Any shipowner or charterer can register with us and use The Barell to source bunkering in Singapore port.

We welcome all physical bunker Suppliers with a valid licence issued by Maritime and Port Authority of Singapore (MPA). Suppliers and their Craft Operators can register and bid for more jobs at higher margin.

The Barell team is constantly working on building more features to ease the processing of bunkering transactions. Stay tuned!
Why licensed Suppliers
Over the years, Singapore has taken steps to enhance our bunkering standards and services so they remain relevant to the industry.

Maritime and Port Authority of Singapore (MPA) and the Singapore Shipping Association (SSA) have together developed an accreditation scheme for bunker suppliers.

The objective of the accreditation is to recognise good bunker suppliers and deter malpractice in the industry.

The accreditation scheme was implemented on 1 June 2003, and bunker suppliers were given up to two years to attain the accreditation qualifications.

Annual renewal of the bunkering licence is subject to the suppliers achieving the accreditation qualifications.
Why Mass Flow Meters are so important
The use of the Mass Flow Meter system (MFM) is vital to ensure transparency in the bunkering process, improve operational efficiency and increase the productivity of the bunkering transaction.

With effect from 1 January 2017, it is mandatory to use MPA-approved MFMs for all Marine Fuel Oil (MFO) bunker delivery in the Port of Singapore.

With effect from 1 July 2019, all existing distillates bunker tankers supplying to ocean-going ships in the Port of Singapore must be fitted with MPA-approved MFM system.

The delivered quantity of fuel stated in the Bunker Delivery Note shall be based on the bunker tanker's MFM system as witnessed by the cargo officer, the chief engineer and bunker surveyor (if engaged).
